Chairman
Paul Mitchell is a visionary business executive and civic leader whose strategic leadership has been instrumental in transforming Optus Bank into one of the most resilient and mission-driven financial institutions in the Southeast. As Chairman of the Board since 2012, Mitchell has guided the bank—formerly known as Victory Savings Bank—through a period of dynamic growth, modernization, and renewed purpose. Founded in 1921 by a courageous group of African American entrepreneurs committed to economic justice, the bank was reintroduced to the Midlands in 2019 as Optus Bank, carrying forward the founders’ vision of equitable access to the American Dream.
Under Mitchell’s leadership, Optus Bank has grown its total assets from approximately $50 million to over $710 million—an extraordinary achievement that reflects a strategic focus on sustainable growth and community impact. The bank has also established a strong capital position, maintained pristine asset quality, demonstrated well-balanced sheet strength, and achieved above-average earnings performance. Today, Optus stands as a model for how financial institutions can pursue profitability while remaining deeply rooted in a mission to serve historically underserved communities and entrepreneurs.
Mitchell’s business acumen has been central to Optus Bank’s success, helping expand access to capital for minority- and women-owned businesses, first-time homebuyers, and community-focused developments. His ability to align mission with market performance has set Optus apart from traditional banks that prioritize shareholder profits at the expense of community reinvestment.
In addition to his leadership at Optus Bank, Mitchell is the co-founder, Managing Partner, and Chief Executive Officer of South Coast Paper, a nationally recognized paper supply and converting company headquartered in Columbia, South Carolina. Since its founding in 2000, South Coast Paper has grown into an $80 million enterprise with operations in Alabama, New Jersey, Arkansas, and Mexico. With more than 30 years of experience in the paper industry, Mitchell brings deep expertise in information technology, financial management, operations, and strategic execution.
Mitchell’s impact has earned national and statewide recognition. He is the recipient of the Robert J. Brown Minority Business Enterprise of the Year Award, honoring his leadership and commitment to advancing minority-owned businesses. He has also been formally recognized by the South Carolina Legislature for his significant contributions to economic development and community empowerment across the state.
A proud native of Lower Richland County, South Carolina, Mitchell comes from a family of pioneering entrepreneurs who instilled in him the values of discipline, perseverance, and social responsibility.
