Our Leadership Team

Reginald “Reggie” Webber serves as Director, Executive Vice President, and Chief Credit Officer of Optus Bank, one of the nation's mission-driven financial institutions and a certified Community Development Financial Institution (CDFI). In this capacity, Reggie is responsible for the strategic leadership and oversight of the bank’s credit risk management functions, ensuring alignment with regulatory expectations, sound underwriting principles, and the institution’s mission of expanding access to capital in underserved communities. He leads the bank’s enterprise-wide credit strategy with a focus on maintaining a strong credit culture while advancing inclusive lending practices that support commercial, small business, and retail innovation.

With deep expertise in credit risk management, Reggie oversees several key departments, including Credit Administration, Loan Processing, Loan Administration, Underwriting, and the Appraisal Department. Under his leadership, Optus Bank has strengthened its risk management framework while expanding access to capital for underserved borrowers.

Prior to joining Optus Bank, Reggie spent nearly a decade at First Citizens Bank, a leading regional financial institution, where he held progressively senior roles in credit and risk management. He was instrumental in guiding strategic initiatives that enhanced operational efficiency and regulatory compliance across lending functions.

A recognized voice in the banking industry, Reggie played a pivotal role in influencing the Federal Home Loan Bank of Atlanta’s adoption of electronic notes, helping drive technological modernization in loan collateralization practices while ensuring secure and compliant pledge processes.

Reggie is a graduate of the Graduate School of Banking at Louisiana State University and holds a Bachelor of Arts in Economics from Winthrop University. He also serves on the Board of Directors for Optus Bank, contributing to the institution’s long-term vision and governance.

With over two decades of experience in banking, financial regulation, and credit operations, Reggie brings a wealth of institutional knowledge, risk management insight, and a commitment to leveraging financial tools to fuel opportunity and economic mobility.
